Jews feeling safer in their own homes, cities, schools, and places of worship
To provide decision-makers with the data they need to protect Jewish communities—and hold them accountable when they don't.
Most reporting on antisemitism falls into two categories: what Jews have experienced as victims, and statistics on incidents and crimes committed. Both are essential. But neither answers the most important question:
What is actually being done?
Spotlight Research has a singular focus: gathering data, analyzing facts, and providing those with the most influence—governments, policymakers, law enforcement agencies, university administrators, Jewish security organizations, and community leaders—with the information they need to make better decisions.
We don't just document the problem. We measure the response.
Numbers create responsibility. When safety performance is quantified, leaders can no longer claim ignorance or deflect with vague assurances.
A Jewish family considering relocation deserves to know how countries actually stack up—not based on headlines, but on measurable criteria applied consistently.
Progress requires measurement. Our scores enable communities and governments to see whether conditions are improving, deteriorating, or stagnant over time.
Each Spotlight report is built on a standardized framework applied uniformly across all countries within a reporting period. This ensures direct comparability between nations studied.
Our current framework evaluates seven pillars:
Pillar Weight Lived Experience & Community Voice 22% Threat Environment 18% Movement Ecosystem 15% Cultural & Societal Climate 15% Legal & Government Framework 10% Security Infrastructure 10% Criminal Justice Outcomes 10%
Frameworks evolve as new data sources become available and analytical methods improve. Within each reporting cycle, methodology remains constant to preserve comparability.
All countries where Jewish populations exceed 50,000—the ten largest Diaspora communities where the stakes are highest and data is most available.
United States • France • Canada • United Kingdom • Argentina • Germany • Australia • Russia • Brazil • South Africa
Nations with Jewish populations under 50,000 facing elevated risk profiles or rapid change in security conditions.
Netherlands • Ireland • Poland • Denmark • Switzerland • Portugal
A unique case as the world's only Jewish-majority state—where community security is simultaneously strongest and most contested. Israel's inclusion provides essential context for understanding the global Jewish security landscape.
UAE • Morocco • Turkey
These nations represent the frontier of Jewish-Muslim coexistence. While communities are small, their experiences offer critical insights into both possibilities and risks for Jews living in Muslim-majority societies.
Spotlight Research is not an advocacy organization. We are a data-driven, no-holds-barred research operation focused on one thing: understanding community security as it actually exists.
How we work:
We measure what states do for their Jewish citizens—not what they say they'll do.
We DO NOT measure political rhetoric. We review measurable actions.
Score Rating Meaning 80-100 Safe Strong protections across all pillars 60-79 Moderate Safety Adequate protections with some gaps 40-59 Concerning Significant deficiencies requiring attention 0-39 Critical Severe safety concerns; urgent action needed
